I think that the local Utilities should offer a discounted rate (for a defined period of time) to new small businesses in the community in an effort to help them get established before throwing commercial rates at them. It would only benefit the business and local community in the long run. It would afford the new small business a financial break to become better established spending that money in areas such as marketing and advertising while at the same time providing employment to local folks. It would be a win win situation.

It wouldn't hurt if the Tax bureau did the same.
